Permanent foundation ideas for a tiny home & shed

I have been working on this project for my old folks. They bought this tiny home on wheels and a prebuilt storage shed. Once they are in place, they are staying put. For the tiny home, is it better to keep the rims and tires on, remove them, or block it up completely off the wheels? The shed will arrive with runners, but I'm deciding between a cement pad or a block foundation. I think it needs at least 30" clearance for plumbing and critter prevention. Does anyone have a setup like this that's held up well?
 
For my folk's tiny home, we blocked it up and took the wheels off , it felt more solid long term and less movement in storms. For the shed, a block foundation worked fine and gave us room for plumbing and kept critters out. A cement pad is sturdier, but blocks were easier and cheaper for us.
