Tiny Home permit problems

My boyfriend got a 250 sq ft shed and had it dropped on my property without any permits and now we are converting it into a tiny house. We already put up some insulation and drywall, but we are running into major code issues, especially with the cathedral ceiling needing R60 insulation, which seems impossible with the 2x4 joists we have.

This got us worried about the whole permit situation since we started building without one. Can we get permits now without tearing out the loft and the drywall we just put in? And we do not even have the original shed plans so we need to contact the seller for those, but is that enough? Also, if we apply for permits on the rest of the planned work, will the county penalize us for starting the project without any permits in the first place? Thanks!
 
Do you plan to keep that shed at his parents' house?

There is a possibility of violating some code or another if that is his decision.

You can look for land that will allow a tiny house and most places only allow them on wheels. If I am not mistaken, you cannot mortgage land or a lot. Make sure that you add a slab of foundation.
